2017 Action Plan Public Forum

On Monday, March 20, 2017, Chester County Department of Community Development (DCD) will be holding a Public Hearing from 6:00 pm to 7:30 pm at the Government Services Center located at 601 Westtown Road, Room 149, West Chester PA, 19380.

The purpose of the hearing is to provide citizens with an opportunity to comment on the proposed plans, and to learn about 2016 accomplishments.

All documents are available for review on the DCD website or at DCD's office located in the Government Service Center suite 365.

The public review and comment period for each are as follows:

The 2017 Action Plan sets forth specific activities proposed for funding in 2017 and focuses primarily on the following three U.S. Department of Housing & Urban Development entitlement programs administered by Chester County through the Department of Community Development.  The programs and projected amounts for 2017 are:

  • Community Development Block Grant: $2,285,262
  • HOME Investment Partnerships: $827,333
  • Emergency Solutions Grant: $165,142

The Action Plan also describes how Chester County plans to use County Housing Trust Program (HTP) funds. The plan includes activities that address affordable housing, homeless assistance, municipal infrastructure, and economic and community development. Over 90% of the funds will be utilized to benefit low- and moderate-income county residents.

The 2016 Consolidated Annual Performance and Evaluation Report (CAPER) describes the progress DCD made in carrying out the housing and community development goals and the objectives outlined in the Consolidated Plan, 2013-2017 and the 2016 Action Plan through the use of federal entitlement funding allocated from HUD.
